Project for auditing air quality improvement in central Taiwan and Yun-Chia-Nan air quality areas and air pollution reduction in the No. 6 Naphtha Cracker off-shore island industrial zone

The core activities of the project involved – integrating and analyzing the air quality alteration data for the past years, establishing cross-boundary coordination and collaborative mechanism for the counties and cities within air quality areas, promoting total-quantity-control plans in central Taiwan and Yun-Chia-Nan air quality areas, formulating relevant reducing schemes and audit procedures, fostering air pollution control project in the No. 6 Naphtha Cracker off-shore Island Industrial zone and so on. Aiming to review and establish the mechanism of relevant activities, this project can serve as reference for the central government as well as counties and cities when performing audit and control procedures in the future. In addition to the long-term and short-term concentration of air pollutants and the statistics of pollutant standards index(PSI) on measurement days, the analysis on the air quality alteration include weather type and cause of episode days, and the proposal for air pollution control measures. In 2008, the percentage of unhealthful PSI for central Taiwan and Yun-Chia-Nan air quality areas was 2.58% and 4.42%, respectively, which indicated much improvement as compared with year 2007 of 3.53% and 4.56%. As for the establishment of the collaborative system between central Taiwan and Yun-Chia-Nan air quality areas, the coordination was carried out for the EPBs and relevant units on certain issues, reviewing working procedures, and tracking performance effectiveness (and 9 relevant meetings was conducted). The coordination efforts included the joint audits of the EPBs and the two areas on diesel vehicles, which enhanced on-road inspection performance and can be carried on. The total-quantity-control plans in central Taiwan and Yun-Chia-Nan air quality areas were executed. The short-term, mid-term and long-term reducing objectives toward main pollutants, working periods, and tasks for EPBs in the areas were studies and formulated. The suggestions on the stationary source audit and emission database management were proposed. With regard to quantity reduction audit, the standard operation procedures (SOP) for 6 kinds of air pollution sources were set up. Accordingly, the audit actions were taken on reduction proposal, especially for particulate matter in the areas (through 118 audits in total). The elimination amount in the central Taiwan and Yun-Chia-Nan air quality areas totaled 3,889 metric tons of particulate matter. The SOP thereof proved to serve as reference for further promotion. As for the control project of the No. 6 Naphtha Cracker off-shore island industrial zone, the objective of this year was to establish audit SOP. Through the selected 8 factories, using high ozone maximum incremental reactivity (MIR) materials or emitting great amount of VOCs, a total of 42 on-site audits were executed, including 34 on-site audits and 8 times of improvement check. Such implementation brought about VOCs elimination reaching 1,369 metric tons. Based on the reinforcement and critical items following the practical audit activities, the more suitable audit SOP was established. The SOP may serve as the benchmark for EPBs and factory self-management when performing auditing works so as to enhance the auditing effectiveness of relevant authorities, factory performance check and maintenance operations.
